Is this device eye-safe?

Yes.

Is this device safe for epilepsy?

It first should be noted that not all epileptic patients are photo-sensitive. It is possible to lower the intensity of the ring of light by not capturing texture. This device does, however, make use of a visible light source blinking at around 45Hz.
